How was the agreement reached?
In Flanders, the price of service vouchers has been increased by one euro for clients since 2025. In Wallonia, this increase was already implemented last year. The different governments aimed for this price increase to also allow for a pay rise for workers paid via service vouchers.
However, implementing this pay rise has faced some challenges. Just a week ago, the social partners finally reached a protocol agreement regarding this increase. The hourly wage will be raised by 0.77 euro gross starting from 1 March 2025.
For now, this agreement only applies to workers working with clients in Flanders or Wallonia under the service vouchers scheme.
The pay rise will take effect from 1 March 2025, but it still needs to be formalised by a collective labour agreement (CCT). Until that happens, the increase is not binding.
What does the protocol agreement provide for?
The increase of 0.77 euro gross per hour applies to domestic workers under joint committee 322.01 working with clients in Flanders and Wallonia. They will be entitled to this from 1 March 2025. However, this increase will be implemented in two phases:
First phase: from 1 March to 30 June 2025
For the hours worked during these four months, domestic workers will receive a one-off catch-up bonus. This bonus will be paid in September 2025. In principle, the gross amount of the bonus will equal 0.77 euro x the number of hours worked during this period.
Second phase: from July 2025
From July 2025, the scales and actual wages of the affected domestic workers will be increased by 0.77 euro gross per hour.
Currently, this increase is not yet official. For it to become so, a collective labour agreement (CCT) must be concluded. Therefore, there is no obligation to pre-finance this increase.
And what about domestic workers active in Brussels?
As there is currently no Brussels government yet, the protocol agreement does not yet apply to domestic workers working with clients in the Brussels-Capital Region. Once a government is in place, the agreement should also apply to these workers.
