The abolition of the Federal Learning Account
The law passed on January 14, 2026 abolishes all provisions related to the Federal Learning Account, effective from January 1, 2026. As a result, there will be no requirement to add to the FLA.
The law states that Sigedis, the government agency in charge of the FLA, will keep the data in the system until December 31, 2026. On January 1, 2027, Sigedis will delete all data. After this date, any data you have uploaded to the FLA will be permanently lost.
What comes next? The Individual Learning Account
The government has announced plans to create an Individual Learning Account. From 2027, every citizen will be able to access their diplomas and training records through this account.
This tool will be completely independent of employers, allowing citizens to register their own training and certificates. This will lead to a significant administrative simplification for companies.
And what about training rights?
The FLA is being removed, but this does not affect the individual training rights of your employees. You still need to ensure the individual training right of your employees. Specifically, your employees are entitled to five training days per year if your company has 20 or more employees.
Employers with at least 10 but fewer than 20 employees must provide an average of one training day per year for each full-time employee. If you have fewer than 10 employees, you are not required to grant an individual training right, unless your sector has specified otherwise.
And what about the training plan?
The abolition of the FLA also does not affect your obligation as an employer to establish a training plan. The FLA was simply a tool to record those trainings. You must create a training plan as soon as you have 20 or more employees. This plan must be shared with your employees or their representatives by March 31 each year at the latest.
