Towards mandatory check-in and check-out in construction from 2027

From 2027, there will be stricter attendance registration at construction sites. In addition to mandatory registration on arrival, departures will also have to be registered. That way, the inspection services will always know who is on site. With these new rules, the government aims to combat social dumping while improving safety at the same time.

Are These Measures Official Yet?

Not yet. In this article, we will discuss a parliamentary bill, whose proposed text still has to pass through several stages. What Exactly Is This About?

In the construction sector, there has already been mandatory attendance registration on construction sites (‘Checkinatwork’) since April 2014. Attendance registration means recording who is present on site and when.

Through Checkinatwork, all individuals doing building work on a construction site must be reported electronically. This applies to all construction sites with a total cost of at least 500,000 euros (excluding VAT).

Through Checkinatwork, employers and contractors record the attendance of their employees, subcontractors and independent subcontractors every day. These individuals can also check in themselves, and they must always do so before they start work.

What Exactly Is Changing?

Some sectors, such as cleaning and house removals, already have mandatory IN and OUT registration. This obligation is now being extended to building work. Pre-registration is not allowed: everyone present must now register themselves in real time at the start and end of work. Breaks do not have to be registered for now.

So from 2027, employers will no longer be able to remotely record their employees’ presence in advance. The new extended registration must be done in real time, in particular by workers themselves on construction sites whenever work starts and finishes.

The Self-Employed and Helpers

In the case of a self-employed person or a helper, the company number of that self-employed person or of the company being helped will also be displayed.
