Individual Learning Account
An individual learning account is a digital platform where workers can consult and utilise their training rights throughout their careers.
Until the end of 2026, data from the Federal Learning Account will remain available for download or transfer.
On January 1, 2027, this data will be deleted, following a communication campaign. At the same time, the federal government and the regions are preparing to introduce the new Individual Learning Account, which will provide every citizen with a central overview of diplomas and training paths starting in 2027.
This tool will be completely independent of employers and will allow citizens to register their own training and certificates. This will lead to a significant administrative simplification for companies.
And what about training rights
The FLA is being abolished, but this does not change the individual training rights of your employees. You still need to guarantee the individual training rights of your employees. Specifically, your employees are entitled to five training days per year if your company has 20 or more employees.
Employers with at least 10 but fewer than 20 employees must provide an average of one training day per year per full-time employee. If you employ fewer than 10 employees, you do not need to grant individual training rights unless your sector has determined otherwise.

And what about the training plan
The abolition of the FLA also has no impact on your obligation as an employer to establish a training plan. The FLA is simply the tool used to register those trainings. You must establish a training plan as soon as you have 20 or more employees. This plan must be submitted to your employees or their representatives by March 31 each year at the latest.
